On 6 September 2006, the NSW Minister for Roads and the Australian Government Minister for Local Government Territories and Roads announced that the Coopernook to Moorland and Moorland to Herons Creek Pacific Highway upgrade projects would be constructed as one project.

The project involves a duplication of the highway essentially along its existing alignment with bypasses of the villages of Moorland, Johns River and Kew.

The NSW Roads and Traffic Authority (RTA) has formed an alliance team with Thiess Pty Ltd and Parsons Brinckerhoff Australia Pty Ltd to design and construct a 33 km dual carriageway upgrade of the Pacific Highway from Coopernook to Herons Creek.

This project is jointly funded by the NSW and Australian governments.

The alliance commenced design work in April 2007 and substantial construction commenced in November 2007.
