Welcome to the Pacific Highway Sapphire to Woolgoolga upgrade website. This project is jointly funded by the NSW and Australian governments.
The Sapphire to Woolgoolga project extends approximately 25 km from Campbell Close, Sapphire, to Arrawarra Beach Road, Arrawarra.
The NSW Minister for Planning approved the Sapphire to Woolgoolga upgrade project on 13 January 2009. Preconstruction activities have now commenced, including utilities relocation and property acquisitions. A contract for the design and construction of the upgrade has been awarded to the Joint Venture of Leightons Contractors and Fulton Hogan Pty Ltd, with main construction expected to start in the second half of 2010.

The NSW Minister for Planning's approval did not include a rest area. However, the RTA's rest area strategy for the Pacific Highway has identified the need for a rest area within the project area. A Rest Area Assessment Report was placed on public display in September and October 2009, with two options for the location of the rest area being considered.
The interchange proposed at Arrawarra has been selected as the preferred location for the rest area.
A Rest Area Assessment Submissions Report has now been prepared on the comments received in response to the rest area options. Further information on the outcomes of the review can be found in the May 2010 community update.
A community information session will be held on Saturday, 28 August, 2010 at the:
- Woolgoolga Community Villiage, Boundary Street, Woolgoolga, from 9.30am to 11am
- Moonee Beach Hall, Moonee Beach Road, Moonee Beach, from 1.30pm to 3pm
